If I hitched a ride with someone but the owner of the car didn't drive, rather sat in the passenger seat and someone else drove, I still give the tip to the car owner, right?

Non local rides obviously. Local hitching doesn't need tips.

Usually when you have a prearranged ride if the person asks to chip in you chip in, obviously he knows hes going anyways but he'd like to save money by taking a passenger. But if your not asked to chip in, or a car picks youn up at a designated hitching post you usually give a tip, regardless of how bad his mileage is and what tolls he takes. That's how I understand it.

I think the owner in both cases. If he feels the need to compensate the driver (which he's most likely anyway doing) then it should be his choice.
