Why not return a (subtle) greet to someone who you'll most likely never see again, and walk on? That's not exchanging anything but a greeting and just continuing your way; whereas talking = giving the predator a chance of penetrating into the child's life.

Lets look at an example. Lets take a sicko that is working at a recreational center. He sees this one child greeting everyone he meets. Who do you think he is going to target?

How about the age of child? Will he/she be able to understand that greeting someone every day is different than not talking to them?

Ok. Looking back at the course of this conversation, it has taken some twists along the course. There are a few issues which should not be confused, but dealt with on an individual basis. Perhaps they can also be sub-categorized as follows:

1. Allowing kids to begin talking to strangers
     a. By simply greeting
     b. By a formal conversation (asking directions etc.)
This category was NOT the initial attention of the OP.

2. Allowing kids to reply to strangers
     a. Reply by greeting to a greeting
     b. Going into a formal conversation that the stranger begins
This category was also NOT the initial attention of the OP.

3. Strangers replying to a conversation that a kid started on his own
     a. Reply by greeting to a greeting
     b. Going into a formal conversation that the child begins
This category was the initial attention of the OP.

Somehow the whole thing was intertwined one into another.

The issue is in the Jewish community there is a sense of (possibly misplaced) trust, it's hard to raise a kid to think that a Jew is a good person and at the same time to be wary of strangers without creating paranoia.

I think he'll target the quiet kid who he thinks is more vulnerable and will be too scared to speak up.

Good point, but if the stranger doesn't have enough common sense not to go into a whole discussion with a strange child (for his own sake) then DDF gotta teach it to him (category 3). So the answer would be either A or B.

Then I suggest you talk to law enforcement individuals that deal with this every day. They will tell you the prime suspects and area's they target.

We all would like to believe everyone in our community is a good person but that just is not reality. We taught are kids that priest are good people (most of them are) and look what happened there.

Out of curiosity are Jewish children also raised to think that non-Jews are good people?

The reason I would ignore them isn't because of me, its to (hopefully) discourage them from greeting the next stranger. We're talking 4 or 5 year olds alone outside in the dark.

So do you instead teach your kids that priests can sometimes be bad? Or that sometimes someone can "make believe" he's a priest but really he's bad... I imagine with most kids their wild imagination will breed some pretty intense paranoia/anxiety.
