Isn’t this how health (and most government) inspectors operate? They randomly drop in to make sure you are following the rules, and the fear keeps you honest*. Same thing with tax audits.

Doesn't really keep everyone honest. Not in food business and not on tax returns. It just makes them make a calculation of acceptable risk vs return.

If by Jewish you mean "brings you closer to Hashem", then yes, plenty of sources. Any other definition doesn't mean anything.

In Israel its very common. They made a big push 2-3 years ago to go around, teach the proper Halachos of what can/can't be cut, and to give certification to those barbers that took it. Probobly 100's of barbers have at least this certificate.

Trying to remember which rosh yeshiva this famous story is attributed to:

Bochurim locked themselves in the rosh yeshiva's office one night to chill. The rosh had to come back to yeshiva to get something, and he knocked on his office door. The bochurim, thinking it was a friend pulling a prank, refused to open the door, until the reality sunk in that they were busted. When they finally opened the door, they were shocked to see that the rosh yeshiva had his hand covering his eyes, allowing the boys to escape without getting embarrassed.

Anyone know a source or the name of the rosh yeshiva?

I can't seem to find it anywhere online when I searched his name.

I seem to remember it being Rav Gifter, but perhaps I'm mixing it up with another story, which I heard directly from Rav Gifter's rebbetzin:

At one point, Rav Gifter lived in the same building as the dorm, and he had to pass by the bochrim's rooms to get to his apartment. Once, as he walked through, he heard a bochur imitating his style of speech. The bochur caught sight of the rosh yeshiva and stopped abruptly, very embarrassed. Rav Gifter defused the entire situation with a single quip: "Gantz gut. Uber Ich ken ton besser!" ("Pretty good. But I can do it better!")
