I think this may be a marketing ploy by the Jewish Press to get people's attention back to them and to their site. As others have pointed out, who ever visited the site before? ;D

Yes look at the picture. He seems to be riding a black horse and carrying a black flag. According to the Jewish Press, he was last seen right near the Dome of the Rock Mosque. Please post updates when you see him on your street. ;D
