If u get another number on that phone you could make Google voice forward ur real phone number to that number

But when placing outbound calls from that phone, your old phone number won't show on the caller id, only the new one.

That's complicated but if that makes a difference to you the simplest way around it is to call through the Google voice number.

As far as I know if the phone is off it won't work as it's just like it's in airplane mode which is as if it never got sent. But then again if u port ur number to Google voice then ur good.
