Any suggestions for the best rewards card to pay the IRS or State Taxes with. The Service charges are about 1.87% , which rewards are worth more than 1.87 cents?

1.87/1.25 (1.496 cpm) for AA via SPG or 1.87/1.5 (1.246 cpm) for MR (EDP) or UA (UAC)...

Too broad a question. Depends a lot on which cards you have. I would say any card that gives you more than 1x MR, UR, TK or airline miles would be good. Personally I am not a big fan of cash-back cards as there is an aura of mysticism around reward and miles. Two I can think of hand are United Club and Virgin Atlantic.
