School fees are 40K...is it worth paying the extra 3% to be able to pay on a credit card and get the points? If so, on which card Amex platinum or Chase Sapphire?

If you value each point at .03 then you'd break even (assuming you're earning 1cpp).

unless you have a sign up bonus that you wanted to hit, and have no other cheaper ways to hit it then that is a expensive easy way to do it

Do they offer a discount for paying off in full? My kids' school charges a fee for CC but it's evened out by the pay in full discount.

Paying early or paying in full will often times come with a discount that can certainly set off a good chunk of a 2-4% fee and can thus become a relatively cheap and easy way to get points. I do agree with TimT that IF you'd do it, might as well sign up for some cards to get some bonuses. Amex offering some great stuff currently.
