Was just able to use my Fi activated sim on a HTC phone for calls and mobile date in the USA.
APN settings needs to be h2g2.
As far as service it did not pick up the at&t network, that is the only working one in my house.

Are there any issues with applying a filter or is it wholly dependent upon the device?

According to their website "Eligibility: You can add another device by ordering a data-only SIM as long as you have service activated with Project Fi.
Doesn't that mean that you can only get a data-only Sim as a secondary device in your plan?
That's not what you asked. If your question was can you get a regular SIM without a device, the answer is yes. If your question is can you get a data only sim without having a regular project Fi plan, I believe the answer is no

I'm not sure I understand your distinction; did you understand my initial question to be as to whether you can order a SIM from Google without ordering an actual device from them? Any to that your responding: yes? My question is whether you can set up only a data SIM, not in addition to the $20 + data phone plan?

I am aware of pausing (my service is currently paused). Based on the project Fi website, it appears your service has to be active in order to use a data only SIM
