But since its mukdam and tomorrow is erev shabbos wouldn't it be till shkiah tomorrow?

I daven in an oot shul with like a four foot tall mechitza and surprisingly we say Tachnun every year.

They skipped Tachanun by me (and I left early, so I don't know if they said Hallel afterwards). Found it very strange.
