I have a friend who tried coming in on a one way ticket with previous visa overstays. They made him prove that he had a return flight so he ended up having to buy one (afterwards someone told him that he should've bought a refundable... He's a Swiss citizen not us so that might be the difference)

I once overstayed by a week.  The next time I came, they put me in a holding room for 2 days, and then put me in a jeep and dropped me off at the border with Jordan and told me to take a hike.

Even if not refundable he could have still canceled it right away

True. I wasn't involved in the game at all at the time and knew close to zero about these things.   

I got yelled at both leaving Israel and coming back in at the taba border crossing for having an expired visa on my way back in they sat me down and yelled at me for fifteen minutes or so

 Another time I actually went with a friend to taba bc he wanted to renew his visa which was expiring the next day.

I spent about three years going in and out without visas. The worst they ever did was yell a bit at the window on the way in but they always just stamped it anyway.

In order to renew the tourist visa how long does someone need to be outside the country for?
Do they just need to go in/out?
