In theory, if one's child is just over 2 years, can they bring them along on a flight claiming they are under 2?
yes obviously on a domestic flight and not on southwest

Yes, SW is known to ask for ID for infants, you shouldn't have a problem on any other domestic carrier AFAIK.

Not that I would do this obviously I've flown with my son multiple times on SW, don't remember them asking, but don't specifically remember them not asking either. Good to know.

Interesting note, I took my daughter through tsa precheck with me, (I actually wasn't flying, but had bought a refundable ticket to take her to the gate), and they asked how old she was. I answered 12, truthfully, and got a funny look. I offered id, and she said, no we can't ask for id, so you can say 12 for ad long as you want.

FYI: At the checkin counter, you can ask for (and get) a pass to accompany a minor or old/disabled passenger to the gate.  You'll need ID.

How can there be no j seats available on flight cx675 ?? Most Mondays are available  for award booking as well, and there’s no seats at all even for cash ? If there’s a travel agent holding all the seats, is it likely that I won’t be able to get an award seat on this flight ?

2)I havent been to Israel in about 25 years and its almost time to go. Been saving up my united miles for this eventual trip. A family member has offered to pay my airline ticket (I think premium economy they will go up to)- my question is, how can i pay cash with premium economy and use points to upgrade to business- can this be done? how? and whats typcially the points cost?

Idk what the hell you're talking about. Not to negate what @nafnaf12 has offered to do, but what about the countless number of hours members here have taken to help other people with their questions on DDF itself? Clearly, you haven't actually spent any time on DDF or seen how members here actually help each other. Regardless, I'm not sure what any of this has to do with bias against Elal.
