I'm thinking of booking a flight on United TLV-NYC using the KKRCZILW fare (sometime in June) and I'm trying to figure out if it's a fully non-refundable fare or a refundable fare (with penalties of course).
I took a look at the penalty details of the fare on expertflyer, and it doesn't say anything explicit about being non refundable... But I'm not actually sure if I'm looking in the right place  :-\
Is this the same fare basis for the whole ticket, or is there any other ones (like for the return)?

If there is another fare basis on the ticket, you need to check that as well, since very often the most restrictive fare basis will apply to the whole ticket.

You can just search LM to find your answer as to what's bookable.

I searched. Within 24 hours is 2 hours away and I wasn't by a computer so I wanted to know if I need to rush to a computer to transfer and book.

 ( tickets are cheap now for the date I want but I’m not sure yet who will fly so I want to book tickets and will modify names when it gets closer.) If not possible what would be my best option in my case?

Baring no delays in my first flight… is this doable or am I taking too big of a risk?
 
I have a Delta flight from JFK to YYZ landing at 17:59.
 
I have to make a second flight (not a connecting flight – purchased separately) on KLM leaving 22:45 from the same Terminal (#3) going to TLV.
 
I have to collect my luggage by Delta, go through customs/immigration, then check back in on my second airline - KLM.
 
I do have Global Card – if that helps.
 
Is 4 hours between flights enough time or am I taking too big a risk?
 
How far is Delta arrivals from the KLM departures (check-in) in Terminal 3 of YYZ?

It’s almost 5 hours. Unless your flight gets crazy delayed or canceled, it seems like a good amount of time.
