Can you cancel a Delta Basic Economy Mileage ticket booked before 3/30/21 for a complete refund?

From Delta's website:
Can I Change or Cancel My Flight Without a Fee?
Updated as of March 3, 2021
Yes, you can. We understand that your plans may change, to continue simplifying travel, we have eliminated change and cancel fees for tickets originating in North America (excluding Basic Economy tickets purchased after March 30, 2021, which are non-refundable and non-changeable).
Always use an Amex, you'll thank me one day.

This is misleading. They offer flight credit, not a full refund.

Sorry, I didn’t realize you were referring to mileage tickets. Those should get a full refund if booked before 3/31. Even for BE

Flying Basic Economy to Cancun next week. Go an email saying I'd have to pay for carry on because I'm in BE. However their website FAQ excludes Mexico (see below). Which is right? Called United the rep initially said carry on isn't permitted then when I showed her the below said it is, and free. I had her put it in writing on my reservation but I have a feeling they will disregard that and charge me at the airport. She swore that won't happen but I dont have anything in writing. WDYT?

https://www.united.com/ual/en/us/fly/travel/inflight/basic-economy.html
"Full-sized carry-on bags are not permitted on select routes
On trans-Atlantic flights to and from the U.S., Mexico and Central America, as well as to and from El Salvador, Panama and South America, your carry-on baggage allowance is the same as for standard Economy tickets.

For all other Basic Economy tickets, you're not allowed a full-sized carry-on bag unless you're a MileagePlus Premier member or companion traveling on the same reservation, the primary cardmember of a qualifying MileagePlus credit card or a Star Alliance™ Gold member. Everyone else who brings a full-sized carry-on bag to the gate will be required to check their bag and pay the applicable checked bag fee plus a $25 gate handling charge."

Whatever is written on the website is what’s important.

Forget the email. Things sometimes get sent to the wrong people.

It isn't just the email. When I check in online it is stated that no carry on is permitted and gives me the option to purchase one for $30 (or $55 at the airport). I don't feel like arguing with them at the gate at 6am but I also am confused by the conflicting messages.

May be able to “change” to the same flights at the lower cost, and just get a redeposit of the balance. If that doesn’t work, you can always cancel / redeposit and rebook.

A passenger traveling from TLV to the US with a overnight stop in London (Less than 24 hrs.) do they have to claim their luggage? or the luggage stays with the airline?

As long as it’s less than 24 hours, it transfers to the next flight.

I remember reading that if you book an international RT on UA with miles you can add an extra leg at the end of the trip at no additional cost, For example ORD-LIR LIR-ORD EWR-ORD. When I put it in they still charged me the points did the extra leg, I feel like I am missing some important detail. Can anyone help me out?

Try making it EWR-ORD-LAX or just ORD-LAX or EWR-LAX and then calling in to add EWR-ORD manually

I booked a Swiss award flight on through United.
How do I order a kosher meal?

I have my Swiss Air booking code, but don't see an option to order special meals.
