When trying to claim miles for a flight it’s saying 0 miles eligible reason code Q. I booked this with an OTA. What does this mean? That they used miles to book it?

Had a ticket than cancelled and received a voucher towards a future flight. If the flight ticket value is much  lower, is there a way to use the extra value towards another ticket?
