use a non NY Zip. (AK, CO, ID, IN, ME, MI, OH, OR, UT, VT, or WA)
Once you get to the application page click on edit zip & change it to your zip.

In the terms and conditions (foot note 1):
If you close your account within 180 days of account opening, you will be charged a $25 account early closure fee.
