I'm curious. 

Is it open to non-shlichim's kids?
What is the cost per student?
How is it working out?
Can it be replicated for non-shlichim just to save money?

I have plenty nieces and nephews on it.  I Don't think it's open to non shluchim, though there has been discussions about that because there are Chabad kids without access to Jewish schools.
As for the price.  It's not really saving money.  Someone figured out compared to what it would cost per hour to send to a reg chabad school , it's the same per hour for online school.

There are a few non-Shluchim kids on, mostly children from families that became Baaley Teshuvah.

The price is not much cheaper as mentioned, even though there's less infrastructure the classes are smaller so the cost per kid goes up.

That isn't the most relevant comparison.

From a parent's perspective, the relevant comparison is how much it costs in school + childcare compared to how much it costs in school + childcare.

But that isn't really the best answer either.  The most important question is how much it costs the school to educate per kid, because on the communal level that is what we are paying.

There are children which are non Shluchim that attend.
They also have a division called Jewish Online School which is open to anyone, although it's not a full time program like the Shluchim Online School division.

The kids in Kathmandu actually have to go to school yesterday

They have small classes specific to that time zone.  And often diff languages. The teacher usually lives in that time zone

They have three divisions, American Eastern, Western and European. Kids from other time zones have to sometimes do strange hours. My friend had a student from Hawaii who wakes up at 5 each morning to join.

If you're comparing to a full time Jewish day school, what do you expect? Fwiu it's a limited/part-time school.

You can't compare an online school to the experience of sitting in a physical classroom, interacting with a physical teacher and physical classmates. For Shluchim this is part of the Mesirus Nefesh of Shlichus (and a lot better than sending kids away from home as young as 9-10 years old), but otherwise I wouldn't willingly move somewhere relying on the Online School for my kids' Chinuch.
