Possible lost baggage.What and when can I claim?

We flew from Israel to Pittsburgh yesterday through Toronto on Air Canada yesterday. Upon arrival in Pittsburgh only 2 of our 4 checked items were there. Our 2 main suitcases were missing. We filed a claim with United as air Canada did not have a desk there and called air Canada 3 times so far, and they have no idea where our luggage is we are still trying them. We are assuming it got to Toronto as they have this whole system to go through border control and customs of and supposedly they clearly the bags there, you can't go through until they have accounted for your bags.
My question is what and when can we claim for lost baggage? We used our sapphire to book the tickets although It was originally United flights through Newark but the flight to Pittsburgh for cancelled so they rerouted us on air Cana da the day before we flew. We also have travel insurance which May offer us something too but not sure bc this is our home location...
Any help would be appreciated, my kids winter coats are in there and it's freezing here not to mention all our clothes...

Its only lost after 21 days or so, till then its delayed
Make a claim to the airline and they have to pay you some clothing etc. Chase offers this benefit as well, $100 per day for 5 days. After 21 claim it lost and the airline has to pay for it (up to $1200 IIRC)

incorrect information that only applies at the destination not if lost on the way home.

AA said they would reimburse me for reasonable purchases made due to my luggage delay. Does anyone know what might or might not qualify?

ks for the replies. So far they are classifying ait is delayed and not lost. I spoke to chase and they will give $100 a day for up to 5 days that it is delayed. The thing is that we booked via our credit card on United. They cancelled on one of our flights and rebooked the whole thing on air Canada for us so hoping we are still covered as the common carrier listed on our credit card that we bought the tickets through the and the flights we actually traveled are different. The people at Chase I spoke to weren't clear on that they said just file the claim and we will see if goes through...

Lufthansa lost my suitcase (lots of expensive clothing... At least $3000 worth..) I understand that chase Sapphire gives $100 a day up to five days.. Any other "compensation"? From the airline maybe? Thanks for your help

Chase told me that the ink will cover up to $2,000 minus any compensation the carrier gives. You have to try to get with the carrier a claim & compensation setup. Keep all receipts & every paper possible that may come handy later

I set up a claim at the airport in tel Aviv. Should I also call the airline? Do I have to wait 6 hours to file the claim??

lost my luggage on pegasus airlines flying AMS-TLV. paid for the flights using Arrival. they made us check it in at the gate and didnt give us a luggage tag for that piece. anyone have any idea what I can claim? I am now back in the USA
