i would be shocked if another off the record came out soon if ever. There is a limit of classic English songs, and even on off the record 2 it seems they struggled to find enough.(many of the songs were less known non classic ones and a big portion of the album is kids songs that you wouldnt expect to hear on such an album. That being said its an amazing album i listen to all the time the latest time being this morning on the way to work.)

There is a limit of classic English songs
Still tons of (older) English songs out there for them to choose from. Iyh when I have a chance I'll compile a list of 45-50 songs. There's no reason they need to limit themselves to "well known" songs.

I agree.
I think there are enough songs, but trying to find themes to connect the songs is harder. A lot of songs share the same themes as those on the first 2 albums - there are a lot of songs that could fit into the Shabbos medley, for example, that weren't included in it. So now to find a new theme connecting the songs they want to use is a lot harder, because so many central themes in songs - Golus, Achdus, Shabbos, Torah, Emunah, Mashiach, Yiddishkeit, Am Yisroel, Tefilla, Midos, Teshuva, and Yerushalayim - have been used already and are therefore out of the picture.
If anyone has ideas of a new theme with a list of songs, I'd love to hear it. The only ones I can think of would be Yamim Tovim-themed, but how many (mainly English) oldies are there about Yamim Tovim, except those on kids albums? Maybe Chanukah would have enough.

Maybe, but the amount of people that I heard from who had never heard e.g. Dear Nikolai before and loved it makes me think that there's a sizable audience for a "OTR3 - The Buried Gems" version.

  Dear Nikolai was the biggest attraction for me! i think bec. i grew up having my father listen to it bec. of nostalgia....

This was the reason I was told why they "couldn't" include Destiny. I don't know if it's a hard blocker though

Meh, plenty of choruses they could sing that would make sense even without the full context. Off the top of my head, aleph Beis, Ani yehudi, colored candles, the western wall, ועוכו"כ

Thinking through you're list they are pretty lame with just the chorus unlike songs from otr 2 that even if i didnt know them were geshmak to learn and hear such as jewish child,or children of silence
