Secondary market you will receive a slightly lower rate. You can buy anytime you want.
At action 26 week T-bills are once a week and 52 week are once a month.

I'm not fully understanding where to go to buy it. I seem the rates, just not sure how to make the purchase.

On the rate page click New Issues then scroll down a little and click Treasury.
Two will be listed. A 4 week and an 8 week. Tomorrow after 9am they will disappear and 13 week and 26 week will show up.
It is the same every week for those four.

Not sure how it works but just cleared cache/cookies in Chrome and it did not ask for code. Save my computer should have been cleared if they are using it.

Even after checking this off still not working, super annoying. Is the app any good?

I use the app without issue. I will try turning on 2FA and see what happens.
ETA: Enabled 2FA and PC/mobile both working.
