The treasury did not announce it yet, but 9.62% is directly based on their calculation method. (Oh and I can send you links that say "will" too if you'd like.)

correct. For garunteed return, definitely solid investment.

May depend on how much you believe the fed will be successful in lowering inflation and how soon

That is an option but then they are tied up for years assuming you are looking to put 100k+ in them.
