What does that mean?
People who work for the court get paid 40 bucks on top of there regular salary. Meaning they get paid for both. Plus cost of transportation and sometimes less hours. Such as my father was on some sort of panel which had duty every Thursday from 10-4 for many months. He loved it.

It's not hard to prove that you sent a piece of mail. In most circumstances a simple affidavit of mailing will be sufficient for the court to believe it was mailed.

Is proof that it was mailed worth anything ? It could've gotten lost in the mail or gone to the wrong place.

If they can't prove you got it once they can't prove you got it 5 times either. That's what certified/registered mail is for.

Why can't my LOR know Halacha? And if for some reason he doesn't why is he my LOR?

If he knows halacha then he falls into the other category ( of knowing halacha) then fine .

He could have great insight and hashkafa which would make him qualified to be your LOR but lack a deep halachick knowledge ( very common )
