i cant speak for the chabad community in la but for the other communty, ie those who went to toras emes, i can say that there is a lot less kids per capita going off the derech than there is in ny. (cant either speak for yavne or hillel)
which can be attributed to 2 reasons imo:
1. in la, there isnt the "box" that you must fit into. you can find your place whoever you are. in ny its not that way
2. in la, kids are somewhat exposed to the non jewish culture. unlike a kid out of sheltered boro park, that after seeing an inappropriate billboard for the first time, ditches his yarmulka

I doubt that it is per capita. The numbers in NY are just too large comparatively. There are probably fewer kids going off the derech, but out of how many?

And in CLE I would say you have the best of both worlds.  Not too sheltered, but not a pritzusdike environment either.
Out of 25 kids in my elementary class I don't know of any that went of the derech.  Which speaks volumes about raising a kid in the midwest versus on the coasts.  Or else it says that HAC does a fine job at jewish (and secular for that matter) education.

I understand Dan completely.

Living in CLE is good, its cheaper and less stressy than NYC/NJ, and in CLE I saw places called brooklyn and lakewood, so he is all covered there.

About the education: I believe the "box" matsav is the worst for the kids; the softies will stick to the rules, and local (sometimes absurd) customs, such as having a yarmulke with a circumference of at least 18 inches + a border; where as the toughies -as they will be stamped as off the derech- for not having a border on their yarmulke- will just drop it all....

About the DDD: what are the cancellation costs?

Not that I'm jumping on the bandwagon for LA, but I know plenty of Frum people who came out of LA and some who even returned there later in life (after college, or living in New York for a few years). A terrible environment in which to raise frum kids is an environment without strong family values (and by that I mean WITHIN the family). You could live in New Square or Boro Park, Cleveland or Dallas, LA or Kansas, but without the proper environment at home, a kid can go off the derech anywhere.

out of the 50-60 kids in my elementary grade, i also know of none thats not frum today
