lol. first class tickets is another story, but if a seller has to sell his miles, why shouln't he be able to go to the buyer VS the broker

It goes with any brokerage, but in this case a TA doesn't want to  be busy looking for points when he knows where he can always find.

Why do a need a broker when selling a house? Why don't I sell the house my self?
because you don't know to whom to sell, but mileage if they would advertise, ppl would go to them same way as they are going to the brokers

So a broker pays less then a buyer, since he then needs to then sell it to a buyer and make a profit?

These labels are confusing, since they are not uniform. A "Broker" can be a "Flipper" or a Travel Agent. A "Buyer" can be a personal buyer, or a Travel Agent as well.

how does the customer receive the full mileage for his trip, if its only an upgrade?
If you're paying cash for a first class ticket, obviously you don't care about miles. I'm sure the travel agent gives a better price than the airline does for the ticket, and its worth it for the traveler to forgo the miles for that. Miles aren't gold for everyone. ;)

My guess is there are two types who would do that either their very small and specialize in one type of points so they don't need a broker who has every program or they're big enough that they're able to buy everything.
