These labels are confusing, since they are not uniform. A "Broker" can be a "Flipper" or a Travel Agent. A "Buyer" can be a personal buyer, or a Travel Agent as well.

If you're paying cash for a first class ticket, obviously you don't care about miles. I'm sure the travel agent gives a better price than the airline does for the ticket, and its worth it for the traveler to forgo the miles for that. Miles aren't gold for everyone.

My guess is there are two types who would do that either their very small and specialize in one type of points so they don't need a broker who has every program or they're big enough that they're able to buy everything.
