There is not a chance he will come to bais din and Im not wasting $50 trying.

I don't claim to be a scholar, but according to halachah I would assume (I didn't ask a lor) that he may hold rent until his needs are met according to a normal standard of living, no?

I get these questions monthly.. I would make it very clear to the landlord you have a way of putting a lien on his house & if he is smart he should start behaving

There is not a chance he will come to bais din and Im not wasting $50 trying.
If he won't come then bais din will allow you to go to court (usually)

the city will make him fix a broken closet door? Does my landlord have to give me A/C or i have to bring that? What about the gutter on the pouch that gets jammed every week?

A/C no, unless its in the contract (doubt it). I cant say closet doors with certainty but I know kitchen cabinets for sure medicine chest doors for sure etc.. So its quite possible...
Gutter on the porch he also needs to fix...

But these things are all YMMV depending of what is in the contract

Just send it all to de Blasio he will come out and fix your door ;)  Half joking - with the current administration cracking down on violations and bad landlords the tenant is totally in the driver seat with HPD and violations.  You can make him aware of that.

Mesira has nothing to do with arresting and putting someone into jail. Make a person pay a fine of a pruta and your a moser. With all the dinim involved.
Where does he mention a fine a fine here?

If someone is not doing their duty & they've been asked multiple times to fix it & they are explicitly not interested there is 311 for this exact reason.
The guy wont get arrested or put into jail etc. Inspector will come down, issue HPD violations, the guy has a time-frame to fix it depending on the severity of the violation & if he doesnt fix it the city will & charge him. If he doesnt pay a lien will be put on his property. A smart man just fixes the issue & avoids HPD/311 at all costs.

An idea might be to threaten him with a 311 phone call. But only if you really plan on doing it. Otherwise its an empty threat. It will get his attention.

True Story:

A landlord called his tenant to דין תורה
Both of them r from d same chasidus,
D tenant was schlepping around,so d landlord went to complain to the Rabbi that his tenant doesn't wanna come to בית דין.
So d rabbi called d tenant & asked him y he doesn't go to דין תורה,
So he answered " I'm looking for a בית דין where d דיינים are tenants so they should understand me better,and I can't find !!

I'm a property manager. A few things to think about before you call 311.
1) if you are unstabilized, be prepared to find another apartment the minute your lease is up. (might not be an issue for you)
2) Depending on the violations (it doesn't sound like you have any C class violations) your landlord can have a few months to rectify them. From the way you are describing him he will probably wait for the last minute.
3) In case he was ever planning to fix anything, once you call he probably won't fix anything again until you call again etc

Calling 311 for his office, might not be such a threat. If he has a notification system he will just lock up the basement when you call.

he can lock up the basement if he has tenants? Its not his office its a rental and he has another apt in it as well.

I am a legal tenant with separate meter. I did mention it at first he seems scared and he said he does not have an apt in the basement (i live in the upstairs apt i know he has someone living there) but after 6 months he saw it was an empty threat.
