Obama law on credit cards?

Dan I know that obama made a law about getting a credit card under 21 I am 19 what's the deal if I want to get a credit card? And would it help if I have one already? And could I still apply for the continental 30000 and make it 55000?

There's also a provision that specifically concerns young people: Under   the new law, no one under age 21 can get a credit card unless a parent,   guardian or spouse is willing to co-sign or unless the young adult has   proof of sufficient income to cover the credit obligations.

Do banks ask for proof of income where the applicant is under 21 years old (18 yo in this case)

I know this is part of the CARD Act of 2009 but is it enforced by all banks??? (are there any banks I can apply for a cc for someone under 21 without proof of income?)

Not sure how you extrapolated bank fraud from my question.

An 18 yo first year on the job that has not yet filed taxes this year has no proof of income (w2 or what have you).
I want to know which banks don't verify income so we can have an easy time getting approved and not have to jump through hoops.

Please only reply if you can actually answer the question and not litter the forum with useless Sarcastic banter.

I'm surprised the search barely turned anything up on this issue. (under 21 credit card applications)

I would imaging there should be a lot of threads dealing with this as there are with underage rentals.

Whenever I have applied for a credit card, I didn't have to submit anything but the actual application.  No substantiating evidence. 
If they audit a customer, they usually ask for proof of income.  At that point, they may lower the approved credit line or shut down the customer's account altogether. 
A store credit card may be the easiest to get approved for, although Discover and Capital One were my kid's firsts.

If you haven't had credit previously, you likely don't have a FICO score. Without a co-signer, "easy" is probably out of the question for unsecured credit.

If you have a job,  you should have pay stubs.

Discover is the only bank I've seen so far denying people for the sole reason of being under 21.
