They don't do it over the phone. They also deny that the policy exists. Sometimes it will appear when you check in, asking if you want a different flight

Automatic $25 if the flight has a delay of 30 minutes, is a generous policy - https://www.westjet.com/guest/en/business-travel/simplicity.shtml .

Used this today for WS #1216 delayed 45 minutes on March 3rd. 5 minute call and $25 (CAD) was deposited into my account.

Total cost of this ticket was $10 USD + tax.
