Advice for doing Aliyah to Israel (elderly person)

My relative's mother is over 80 yo, and BH still doing well, however she lives in Canada and would like to move to israel to live with/near her daughter.

they know nothing about this process so looking for anyone who can help with advice, tips and tricks, suggestions etc. on how to approach this.

for example should they start the aliyah from Canada or after coming to Israel, are there any things to watch out from, will she have medical benefit or need to get private, and many other issues

If she does it when she is still in Canada she will get paid her ticket to come here otherwise they wont refund you later.

I did it once I was here I got 20k shek altogether but they didn't pay for my ticket.
