I did read it. Where in it gives congress authority to outlaw this? Why would this be less of an expression of free speech than burning the flag?

Haha, I have similar arguments with my neighbor almost weekly.
That's not as bad as the argument with my conservative neighbor who claims I can drive because there's an Eiruv.

No laws regarding how it's flown. Period. Simply advice for civilians based on law that applies to federal institutions and custom.
I'm not sure that that is a correct reading. Everything is in the flag code, some things, such as taking down at night, are custom, but, as I read it, it is law that it must be illuminated if not taken down.

The intro says that this so called flag code is only compiled to help people. It even notes that the laws banning disrespect such as burning were struck down as unconstitutional
