OP's post says HP enrollment kit, but the offer says toner. Could that be it?

I played around almost 20 min for it to work. my order is ready for pickup and total is $6.40 for 2 toners and a $20 GC

Are you calling the instant ink kits 'toners'?
It doesn't seem to be working with regluar HP or ODD ink either.
