Question about American Express Serve Cards

I have a couple of questions I wanted to ask about the American Express ServeŽ Prepaid Debit Accounts. Can one use such a card anywhere debit cards are accepted, or are they only usable at merchants that accept American Express credit cards? Also, are these cards re-loadable at a Staples or Office Depot/Max with a credit card for those who have a Chase Ink Plus card and want to earn 5x's the points? Thanks for your help.
