He’s trying to bestow legitimacy to his new Rebbe, so he’s invoking someone who’s (relatively) universally credible. Backhanded compliment.

The English makes less sense because it suggests that the Yanuka is “a true chassid of the Lubavitcher Rebbe”, that doesn’t seem to be the case.

For starters, I didn’t read the Hebrew until @imayid2 pointed out it's a botched translation. I didn't understand why the Yanuka was being labeled as a chossid of the Rebbe. Now that I read the Hebrew, it makes a little more sense. I still don't understand the public proclamations of "allegiance" to a new Rebbe, nor the comparisons to the Lubavitcher Rebbe, but to each his own...
