IIRC Officially the Yekkes do wear ties but the younger ones who are around in various yeshivos don't really do it. I remember when I was in yeshiva as a bachur there was one who kept a tie with his hat and jacket. We used to joke with him that no one would wear such a tie in front of an important person.

It makes sense. Is also the opinion of my Rebbe, not a yekke. I asked when I moved to CA if I still have to wear a tie since here even lawyers don't unlss they're in court, and he said that since if I would meet with the president I would I do.

if you read through it slowly he does seem to imply that you should wear a hat on top of the yarmulka and not just remove the yarmulks and put on a hat

He is taking about covering ones head that has no yarmulka. And therefore another persons hand is sufficient.

What you translated is what's quoted in the white part which is the mechaber in seif 4, the gray area is the m"b and he is going on the mechaber in seif 6, (I'm not sure why he quoted the m"b with the wrong mechaber) that talks about "ituf" and in regards to that the m"b writes to put on a hat and not just wear the small hat i.e. yarmulka that's under the hat.
