IIRC No one argues on the actual ptur of holchei derochim even for devar reshus.
What Reb Moshe says is the petur of holchei derachim doesn't apply to pleasure trips, only to a necessity such as a business trip (IGM OC 3:93) this is true of every holchei derachim petur, such as davening before neitz etc.
agav - in EH 4:32:8 he gives some scenarios where a pleasure trip may be considered a necessity, but for the most part it's not.
Rav Shlomo Zalman in halichos shlomo also says there is no petur, since it doesn't have to be done davka now (sukkah 9:21)
R moshe says that one is not permitted to put oneself in such a situation just for fun. PCMIIW
He says in an idna derischa it's at least a bitul asei and therefore bad news, like not wearing tzitzis
Though the parameters of the petur are unclear, it seems that at minimum one is not obligated to build a new succah on the road.
