Reb Moshe was not asked, and therefore did not address where, or whether or not ppl should live.

He was asked whether the woman who live there may or may not carry handguns.
He answered this question.

To infer that reb Moshe held that people should live in a makom sakana is preposterous, disingenuous, inaccurate and halachically unprecedented.

If you interested in R Moshe's shita on the mitzva of yishuv EY you will have to look elsewhere.

1. I never said Rav Moshe said you should live there.
2. If Rav moshe felt it was assur to live there I doubt he would have answered a question about it. (Imagine someone asking a question if he could use a birth control while sleeping with an eishes ish, you think he would have answered?

there is also the possibility that he felt they would not listen to him either way about whether or not to live there.

I remember a sicha where the rebbe said that if everyone would populate all settlement and border areas, the Arabs would be scared to do anything

Then I guess you really do need this spoonfed. There is no tzad to say mutav shyehu shogegin regarding an eishes ish while even if you would consider living in these areas a full fledged issur on the level of eishes ish it is still not mefurash bikra and we would say mutav... Now I am not saying that it is on that level and does not need to be on that level to say that "daas torah" would prefer they not live there in the first place. I am not even sure CBC is correct in his point, but it is ridiculous to make the comparison you are making.
