Yes when someone asked R' Moshe a question and he answered it was answered for him to follow not for you to follow and if you want to follow you must be proficient in the sugya

In general, Poskim, including Reb Moshe and Reb Elyashiv answer the question presented. Roshei Yeshiva give their opinion on the rest of the subject.

Sometimes it's an actual correspondence, sometimes it's recreated years later. If you look carefully the correspondences are not with 'amcha' but with Rabbonim in almmost all cases.

IIRC, there's one guy to whom a very high percentage of R Moshe's teshuvos are addressed. They used to call him the "shoel hador"...
