Because the $350 rebate is when purchased together with a printer. They conveniently forgot to mention that small detail. Maybe i should buy it and complain that the rebate didn't go through and the price was misleading. Or maybe I'll save my time.

Point being, that phones (or the lack thereof) are not is not a problem now. So if he takes the time to speak to his family over a mobile phone then no reason it wouldn't be done through landline/payphone.
