He's one of the most confused individuals I've ever heard. One day he attacks the religous who believe that g-d is running the world day-to-day & the next day he's attacking the people who don't believe in g-d at all. So he wants us to believe there's a g-d but that he hasn't done anything since creating the world ?

First, based on the sources above, עיטוף would be a reason to wear a hat, but not a "double" covering.
Moreover, the reasoning behind עיטוף itself is to show some seriousness/respect/honor, and back in the days that was expressed by wearing a hat. While nowadays this would still be a reason to wear a jacket, but I'm not sure what meaning there is to wearing a hat in today's society...
