Yup. I reverse searched the picture afterwards. Confused it for the street view cars, but I see the camera's on those are much bigger.

This is a software bug.
-1 in a 32-bit number is represented as hexadecimal 7fffffff, which also represents 2147483647 in decimal.
So basically some code somewhere is getting a rate of -1 points, and some other piece of software does not accept negative numbers of points for the rate.
