Everyone involved in the Pollard movement knew that he was eligible and likely to be released on this date.  He has said for many years that he would refuse to request parole on principle. That caused quite a bit of dissolutionment among many who worked for his release.  He recently changed his mind and said he would apply for parole and is likely to be released.
