I found similar rates (give or take a dollar) via carrentalsavers but i figure for an extra $5 emerald aisle would be worth it.

I guess $90 with aisle (for a standard?) and $88 for a full size +upgrade coupon are both good bets... and not too bad for a OW rental

yep, also if i can find a vehicle that holds 8 people on the E. aisle in CLE i'll cut my costs in half because i'll be able to take a friends family as well.

In that case, I may be worthwhile to make a Budget reservation for a 'Standard Elite SUV' for $118, which is a 7 seater for sure, and perhaps 8. that way you can head to budget if National is not as helpful...

I didn't reserve and the rates went up to $179 but i found another "last minute" deal for $164, so not too bad.
