I am currently NOT a member of USAA but I believe USAA is NOW limited to military (ex-military). Can someone verify this or let me know how to sign up if im wrong?

Looking for a car today from Brooklyn or jfk, returning same place tomorrow around 130.
Cheapest, 23 but with usaa.
Cheapest I found was 43 without insurance(pay now with hertz)
