If we would institute some changes-taking a page from FT-then we would have dozens of pages talking about, say, *ice cream*which wouldn't help for the masses that would kill it. (If UPS method would've been real)

How about "Chavrach Chavra...", by invitation (or referral) only? I.e. Dan starts it and invites members he knows personally, who, in turn, invite members they know. So there are no "unknowns".
Maybe you should need 2 invitations or referrals, as a precaution.

IMO, an invitation system works best. An admin PMs you, and has a phone conversation. Requirements to maintain access may be keeping a minimum average daily post count or something along those lines to ensure only active contributing members have access.
