Transferring/Receiving Ultimate Rewards points to/from ineligible receivers.

'Shop through Chase' is giving 4% extra cashback at staples on the ink card - Is this in addition to the 5% they offer at office stores, or is this another way of saying that I will get 5%?

Could use some advice here. I collected about 125,000 UR points with my sapphire reserve card. The year is almost up. We might be planning on going to Israel so I looked up flights on the chase site and it SEEMS that the redemption value for Delta and United tickets are much better than on the airlines with their mileage. Which also means if I transfer one for one to the airline, it might be a big mistake. As an example, one of the flights available to us on United or Delta is something like 69m000 UR points round trip. The same for the airlines themselves is like 125,000 or even more. So my question is, if we do plan to go to Israel, should we use the UR points? Also, which is better, Delta or United (coach). I can't stand ElAl. And finally, if we change our minds do we get the mileage back? If we have to add a couple of hundred dollars to the miles, do we get that back as well?
Any advice would be very much appreciated. I figure using the mileage this way, when my annual fee comes around again I can do the 300 travel bit and downgrade at that point. Right? TIA for any help.

Sorry in advance if this isn't new news, but I noticed that Macy's is offering 10 points/$1 at the Shop Through Chase portal.  I think it used to be much lower.  As always, do your own calcs regarding the best deal (i.e. Amex BB+ + cashback vs. this+Freedom Unlimited, etc.), but I'd rather have the points, personally.
