I don't know exactly but I recall my father mentioning that it's a HUGE difference. And for a residential pool in/at your home I don't see any compelling reason for you to install the expensive cement.

Eek, there goes what I said before, and that if you're careful then there shouldn't be a problem. Additionally, money-wise it may very well be worthwhile to fix holes many times rather than install a cement pool; but do you want the headache?!

1) there are cities that the fd will fill your pool
2) check with your water company some of them give discounts if you let them know your filling a pool
