Where is the cheapest and best option for getting a sim card/phone for talking, text and data while I'm in London.? I will be there for a week.

I think there ar vending machines in LHR that sell SIM cards.

Check out toggle. From what I remember you get a USA number for incoming, you can buy SIM pre loaded on eBay
