IME disputing rental cars in Israel isn't a hassle at all.
+1 israeli companies don't know how to fight it
To sum it up, all the rental companies in Israel are grade D. It simply depends on your luck.

Posting latest experience with Budget in Israel in august 2015
Took me 2 1/2 hrs to get my rental in Jerusalem.

First they told me the price for the rental was wrong  --upped it by $25-that took about 1 hr-nothing I could do

the rest of my time was going through the 2 cars they must have taken off the junk heap.
I turned down the first car because one tire had 15 psi (other 3 had osi the 20's)
the 2nd was slightly better-We took a zillion pics of both cars
and you have to look @ these cars 2 flights down in a dimly lit underground garage.

scratches/dents/holes in the seats.   
and we found out later the DC power port didn't work-so we couldn't charge the phone--(did eventually find a usb port in the rear)

YES! I brought a tire gauge with me----the attendant said it was the first time he ever saw anyone bring one when they rented a car.
Guess he doesn't check tires either

Same thing happened in Orlando-but there they have 30-40 cars to choose from.
I'd rather deal with these issues @ the time of the rental than on the road.

I rented a jeep in Costa Rica a few weeks ago and when I brought it back the attendant felt it for air & I asked do people actually end up using it? And he said MOST people end up using the spare! Probably partly due to the roads but I'm pretty sure it has something to do with the maintenance of the tires as well

Iv'e had same with hertz, As i usually end up staying extra few days, and they always end up charging me more.

I must say though when that happened i emailed the agent who booked (noach)  and they were on top of it and got it fixed and money refunded, still a hassle though. this time i will be getting budget for first time will see if any better

To finish up my story, I did dispute with Chase, but they were no help at all. I showed them the quote from Hertz but they said that since Hertz put the extra charges under "additional charges" the original quote doesn't disprove that.
Chase put no effort at all into  trying to ask what the mysterious extra charges were.

In the end the agent kept at it and Hertz refunded as per the quote.

Still, my original point was not to assume Hertz Israel is giving you the quoted fee, especially since there is no printout anymore, need to check your email contract.

+1 hertz in israel always adds fees (but i never had a problem disputing it)
