Question about a connection that involves an airport change

I'm looking at this legitimate flight on United, and have a few  questions.

1. On the first leg will I get the free bag that I deserve for an international flight?
2. Is the connection time long enough?
3. If I miss the connection, will the airline help me?


Please note your connection involves an airport change
CLE to LGA UA 4199 Embraer RJ145 Operated By Expressjet Airlines Dba United Express.

1) Same ticket, same baggage allowance
2) Google maps clocks the trip at less than an hour.  In reality it's likely to take longer, but 3:22 is plenty of time.  (If I were driving a friend from LGA to EWR, I might even stop at the Ohel - also in Queens, but not on the way.) It will be a costly taxi ride. Easily well more than $100.

Minimum legal connection for that trip is 3 hours.
If you miss the connection, they should accommodate you.

Keep in mind that you need to claim your checked bags at LGA and reclaim them at EWR.

What are the times of arrival and departure? If it's during rush hour it could take much more than 1 hour.
