I understood the website to be saying that we are victims of a trade war. That is how understood it during the election too.

You're basically saying that it's all consistent because Trump feels that other countries are creating trade barriers that harm the ability of US companies to trade in those countries, but not vice versa. And that he will correct that imbalance by enacting trade barriers that harm the ability of foreign companies to trade in the US. Therefore, we were in a 'trade war', but will no longer be in a 'trade war' once his policies are enacted.

Problem with that is that words have meaning.

So if anything, we weren't in a trade war previously, but we may very well be in one now due to Trump's actions.

Nah, Trump feels that others have created trade barriers and that by his deploying his most powerful adjectives he will get tehm to back down and there will no longer be a trade war. It may be wishful thinking but is very consistent with how this stable genius thinks.
