It is about apportionment of representation. Either way if anyone tries to reduce by amount of citizens it will immediately be litigated and decided by SCOTUS. CA is saying that already now.

It is clear for apportionment: Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.

That can easily be explained to mean legal residents, the same way we wouldn't count visitors. ( I don't know how the court would rule, but I can definitely see that as a plausible interpretation.

I am not really concerned about any of that. I wanted to know what census act/bill or whatever it is called says.

The act allows them to ask all sorts of questions and that has been upheld by the courts.

Which article is that in? It does say that about Indians. Technically that can include many Latinos.

Can someone please explain why in order to vote you need to register and when it comes to taxes they know you without registering, shouldn't be who ever files taxes should automatic be registered to vote and who ever doesn't file taxes their vote should be questioned?
