So far the everything is pointing to no collusion, and now the special council needs to justify itself, so he's fishing for an excuse to charge someone with obstruction of justice. It's quite telling, the fact that the questions don't include anything about collusion.

But Mr. Trump has repeatedly said there was “no collusion” with the Russian government.

This is one of the most intriguing questions on the list. You really need to wake up. Collision is Trumps story line. It is already proven Trump junior met with an agent of the Russian government to get dirt on HRC. Mueller doesn't care about that crap. What Mueller wants to know is why Trump put out that false story about it.
